Giselle Rodríguez-Villanueva, PE, CFM, serves as the Deputy Town Manager for the Town of Morrisville, North Carolina, providing executive leadership for the departments of Fire-Rescue, Inspections, Planning, Engineering, and Economic Development. With more than 18 years of local government experience, she is known for her collaborative, inclusive approach, and her ability to guide high-performing teams through complex operational and strategic challenges.
Rodríguez-Villanueva works closely with Morrisville Fire-Rescue, supporting strategic planning, community risk reduction, deployment model evaluation, and re-accreditation efforts. Her hands-on engagement with the fire service, including participation in training evolutions and operational exercises, strengthens her advocacy for resource planning, accreditation alignment, and continuous improvement.
A licensed Professional Engineer and Certified Floodplain Manager, she previously served as Assistant Town Manager, Public Works Director, and City Engineer, leading organizational improvements, major capital programs, sustainability initiatives, and multi-agency resiliency efforts. She was recognized as the 2024 NCCCMA Assistant Manager of the Year and is regarded for her commitment to operational excellence, community trust, and innovative problem-solving. Her leadership reflects a deep appreciation for public safety, accreditation systems, and the continuous pursuit of service excellence.
She holds a bachelor’s degree in civil engineering from the University of Puerto Rico, along with extensive professional development in leadership, public administration, and technical disciplines such as floodplain management, economic development, and infrastructure systems.
